Position Summary

Ragle Inc. is seeking an experienced Pre-Construction Manager to lead the transition of newly awarded projects from estimating through project startup while overseeing ongoing preconstruction and administrative support for active projects.

This position will lead a team of Preconstruction Engineers and Preconstruction Administrators and oversee procurement, contracts, compliance documentation, project setup, and process improvement. The Preconstruction Manager will work closely with Estimating, Project Management, Field Operations, Legal, project owners, subcontractors, and suppliers to ensure projects are properly prepared for successful execution.

Key Responsibilities

Procurement & Project Startup

  • Lead procurement activities for newly awarded projects
  • Participate in procurement, estimate handover, project readiness, and preconstruction meetings
  • Coordinate Letters of Intent (LOIs), Subcontracts, and Purchase Orders to support timely project startup
  • Own and maintain Project Startup Checklists and project contact lists
  • Oversee project setup, including submittal registers, subcontractor and supplier information, and Procore setup
  • Coordinate jobsite setup needs, including staging areas, field offices, utilities, leases, water meters, fuel, and concrete/asphalt plant setup and permitting
  • Ensure required preconstruction documentation is prepared and submitted to project owners, including SWPPP Notices of Intent, Material Source Letters, railroad permits, and other required documentation

Estimating-to-Operations Handover

  • Partner with Estimating from project award through project readiness
  • Assist with securing outstanding subcontractor and supplier quotes for newly awarded projects
  • Review plans, specifications, and contract documents to identify project requirements, long-lead items, risks, and startup needs
  • Coordinate with project owners and Ragle's bonding and insurance providers to support contract execution
  • Prepare project teams for Estimate Handover and Project Readiness meetings
  • Oversee and maintain Master Pricing Lists for construction materials

Project Administration & Compliance

  • Oversee administrative support for active projects from startup through closeout
  • Ensure subcontractor approval documentation is prepared and submitted to TxDOT and other project owners
  • Monitor Certificates of Insurance (COIs) for subcontractors and suppliers
  • Oversee certified payroll compliance and LCP Tracker requirements
  • Ensure required TxDOT bulletin board documentation is maintained
  • Coordinate credit applications, sales tax exemption forms, and required railroad training documentation
  • Maintain organized, accurate, and compliant project records
  • Serve as a liaison between project owners and Ragle/Select teams regarding contract and administrative matters
  • Oversee project closeout documentation

Contracts & Process Improvement

  • Prepare, review, and manage LOIs, Purchase Orders, Subcontracts, Service Agreements, Addendums, and related contract documentation
  • Coordinate with Legal on Master Contracts, Purchase Orders, Service Agreements, and other contractual documents
  • Identify opportunities to automate and streamline contract drafting and preconstruction workflows
  • Maintain and continuously improve department Standard Operating Procedures (SOPs)
  • Review and update existing SOPs as processes, systems, and business needs change
  • Develop new procedures and processes to improve department efficiency, accuracy, and consistency

Team Leadership

  • Lead, train, mentor, and develop Preconstruction Engineers and Preconstruction Administrators
  • Assign and balance workloads across newly awarded and active projects
  • Review team deliverables for accuracy, completeness, and compliance
  • Support the professional development of Preconstruction Engineers, including exposure to Preconstruction, Operations, Estimating, and Business Development
  • Promote accountability, communication, and continuous improvement within the department
  • Perform additional duties as assigned

Qualifications & Requirements

  • Bachelor's degree in Civil Engineering, Construction Management, or a related field, OR equivalent experience in heavy civil public-sector construction
  • 5+ years of experience in heavy civil public-sector construction, including preconstruction, procurement, contract administration, project administration, or project management
  • Experience leading, training, or mentoring technical and administrative staff
  • Strong working knowledge of subcontracts, purchase orders, supplier agreements, and project documentation
  • Strong organizational skills and attention to detail
  • Ability to manage multiple projects, priorities, and deadlines in a high-volume environment
  • Strong written and verbal communication skills
  • Ability to collaborate effectively with Estimating, Operations, Legal, project owners, subcontractors, and suppliers
  • Proficiency with Microsoft Office, including Excel, Word, and Outlook
  • Valid driver's license and ability to travel to project locations throughout the DFW area
  • Ability to work from Ragle's North Richland Hills office

Preferred Qualifications

  • Experience with TxDOT and other public-sector heavy civil projects
  • Familiarity with TxDOT subcontractor approvals, DBE requirements, SWPPP/NOI documentation, Material Source Letters, bulletin board requirements, and certified payroll
  • Experience with Procore, DocuSign, LCP Tracker, or similar construction management systems
  • Experience developing SOPs, improving processes, or implementing workflow automation

Physical & Work Requirements

  • Primarily office-based with regular project site visits throughout the DFW area
  • Ability to work in active construction environments during site visits
  • Work hours may vary based on project schedules, deadlines, and business needs
  • Additional hours may be required during project procurement and startup periods
